WGA Constitution
1. Name
The association shall be known as The Wiltshire Groundsmans Association.
2. Affiliation
The Wiltshire Groundsmans Association shall be a constituent member of the Wiltshire Cricket Ltd.
3. Aims and Objectives
- To improve the standard of cricket pitches throughout the county
- To improve the standard of groundsmanship education
- To provide the ECB / IOG with a local interface
- To provide pitch advisory visits
- To implement the ECB / WCB policies / strategies
and work in partnership with clubs and member bodies.
4. Management of the Association
The Association shall be managed by the elected officers by majority voting at a AGM. The officers shall consist of :-
- Chairman
- Vice Chairman
- Secretary
- Treasurer
- Association Wiltshire Cricket Ltd Representative
5. Election of Officers
The officers shall be elected to office on an annual basis and decided by a majority vote at the AGM.
6. Meetings/AGM
The Wiltshire Groundsmans Association shall endeavour to hold meetings at least 3 times throughout the calendar year.
The AGM shall be held on the first Sunday in February with venue to be notified to members with the following agenda items:
- Chairman's revue
- Secretary revue
- Treasurer's financial statement
- Election of officers
14 days notice of an AGM or EGM shall be the mandate given to eligible members of the Association.
A minimum of 3 eligible members may call an EGM.
A 2/3 majority shall be required for any proposal at any meeting.
3 members shall form a quorum.
7. Administration
The appointed Secretary shall attend meetings and make available minutes of meetings to all appropriate bodies and circulate the minutes to all attendees and any other relevant information.
8. Finance
The appointed Treasurer will bank all monies received for yearly funding into an account set up and known as The Wiltshire Groundsmans Association currently held at HSBC Bank Devizes.
The Treasurer will be responsible for the finances of the Association and the financial year end shall be deemed to be the 30th September.
A statement of accounts following the above mentioned date shall be forwarded to the Financial Controller (Treasurer) of the Wiltshire Cricket Board for auditing.
A statement of accounts are to be presented at the AGM.
All cheques drawn against Association funds should bear the signatures of the current in post Chairman and the Treasurer.
9. Membership
Affiliated membership to the Wiltshire Groundsmans Association is open to all bona fide cricketing organisations / clubs in Wiltshire and the membership fee is £5.00 per club to join. This is an annual fee and is to be included in the affiliation fees and is made payable direct to Wiltshire Cricket Ltd each year on demand.
The association operates an ‘Open Door ‘ membership policy in their constitution.
10. Amendments to Constitution
Any resolution to amend the Constitution can only be made by majority vote at AGM or EGM.
11. Dissolution
A resolution to dissolve the Association can only be passed at an AGM or an EGM through a majority vote of the membership.
In the event of dissolution, all assets of the Association that remain, shall be passed to and become the property of the governing body known as (Wiltshire Cricket Ltd).
